Nairobi| August 7, 2025- Vihiga Senator Godfrey Osotsi has thrown his weight behind a new five-member committee tasked with overseeing the implementation of a ten-point agenda outlined in a March 7, 2025, Memorandum of Understanding (MoU) between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM).

The committee, announced by President William Ruto and ODM leader Raila Odinga on August 6, aims to address critical governance and economic challenges, but its success hinges on navigating deep-seated political divisions.“I have been pushing for the full implementation of the ten-point agenda contained in the Memorandum of Understanding signed between UDA and my party, ODM Party,” Osotsi stated. “To realise this, the implementation process should be monitored and I therefore welcome the decision by President William Samoei Ruto and my Party Leader, Hon Raila Odinga, to come up with a committee to monitor this. The ten points speak to the needs of Kenyans and implementing them is key to our quest for a better Kenya”.

The committee, chaired by former Senator Agnes Zani and including Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo, will submit progress reports every two months and brief a joint UDA-ODM parliamentary group quarterly, with a final report due March 7, 2026 .

The MoU’s agenda includes implementing the National Dialogue Committee (NADCO) report, tackling youth unemployment, ending abductions, and fighting corruption. Interviews with ODM insiders revealed internal rifts, with Secretary General Edwin Sifuna initially resisting the pact, citing UDA’s delays in compensating protest victims. Homa Bay Governor Gladys Wanga praised the committee’s formation, calling it a step toward “people-centred issues”. However, a source close to the talks, speaking anonymously, noted that UDA’s commitment remains uncertain, with only 30% of NADCO recommendations implemented since March.
