May 5, 2026| Busia Governor Paul Otuoma has sparked political debate with the appointment of Lawrence Okaale as Deputy County Secretary.
Okaale, formerly Deputy Speaker of the County Assembly during its second term, was a fierce rival of Otuoma in the 2022 gubernatorial race. He also served as John Bunyasi’s running mate in that contest.
The move has raised eyebrows, with critics questioning whether it is based on professional qualifications or strategic political calculations.
Some observers suggest Otuoma may be seeking to consolidate support in Okaale’s home region, an area growing in political significance ahead of the 2027 elections. The appointment could also serve as a contingency plan, amid speculation that Deputy Governor Arthur Odera may return to parliamentary politics.
Meanwhile, Busia’s political landscape is intensifying. Arthur Amug Osiya, a formidable challenger from Okaale’s home turf, has emerged, alongside seasoned technocrat Vincent Sidai.
This scenario raises several questions:
- Is Okaale’s appointment merit-based or a calculated political manoeuvre?
- Will it strengthen Otuoma’s position or expose new vulnerabilities?
- Does Okaale command greater political influence than Odera?
Only time will tell.
