June 3, 2026|Human rights activist and Angurai East MCA aspirant Cleophas Okisai (pictured) has launched a fresh campaign aimed at resolving the decades-old boundary dispute between Busia and Bungoma counties, urging residents and leaders to pursue constitutional and legal avenues to secure a permanent solution.
Okisai claims that past inquiries, including the Mwangovya and Ligale commissions, made recommendations on the contested areas, but their reports were never fully implemented.
He has proposed a five-point action plan involving the National Land Commission (NLC), the Independent Electoral and Boundaries Commission (IEBC), the Senate, county governments and local communities to address the matter.
The aspirant is also calling on residents to help gather historical records, maps, affidavits, title deeds and other documents that could support the case.
“There is a need for residents and leaders to pursue legal and constitutional mechanisms to settle the long-running boundary dispute between Busia and Bungoma counties,” said Okisai.
He further urged Busia Governor Paul Otuoma, Teso North MP Oku Kaunya and Busia Senator Okiya Omtatah to champion the cause and push for an amicable resolution.
According to Okisai, failure to settle the dispute has fueled tensions among communities living along the border for generations.
“This is not Bungoma versus Busia. This is justice versus silence. This is peace versus conflict,” he said while calling on residents to join a documentation committee tasked with collecting evidence to support the boundary claim.
The renewed push comes amid growing public debate over administrative boundaries and resource allocation in border regions, with residents hoping that a constitutional process could finally bring clarity on ownership, administration and political representation in the disputed areas.
